A "Y" in the alert field means the carrier's measure on that BASIC exceeds the FMCSA intervention threshold; otherwise the alert is suppressed. Out-of-service rates are computed against driver inspections (not against power units) — drivers can be OOS for hours violations, license issues, fitness conditions, or drug/alcohol findings.
